The William C. Hughley School (P.S./I.S. 116Q), is located in the Jamaica neighborhood in the borough of Queens, NY. The school consists of an existing 5-story building which has a capacity of approximately 800 students. With this project, the NYC School Construction Authority (SCA), in coordination with the NYC Department of Education (DOE), seeks to increase the capacity of this school by approximately 50% through the construction of an additional 4-story modernized building adjacent to the existing structure. Koysman Engineering (Koysman) was retained to provide civil engineering & design services for the development of the new building addition.

The Koysman team produced a civil design package consisting of the following drawings: site, demolition, utility, grading, and drainage plans; construction details; builder’s pavement plan; street tree plan, curb cut; and site connection proposal. All work was coordinated in detail with the design team (architectural, structural, and MEP disciplines), project reviewers & stakeholders (SCA & DOE), and regulatory agencies such as the NYC Department of Buildings (DOB), NYC Department of Environmental Protection (DEP), NYC Department of Transportation (DOT), NYC Department of Sanitation (DSNY), NYC Department of Parks and Recreation (DPR), and the NYC Transit Authority (NYCT).

Additionally, the Koysman team developed a full-scope Stormwater Pollution Prevention Plan (SWPPP) in accordance with the latest DEP regulations, which incorporated a detailed erosion & sediment control plan for each construction phase. The design of the project closely followed the SCA integrated design process (IDP) structure, which involves a streamlined design process from schematic stages, through the 100% construction drawings phase, to the issuance of the bid package.
